في اجتماع شارك فيه السيد الرئيس: مصر تتسلم رئاسة النيباد من الرئيس الرواندي بول كاجامي 

شارك السيد الرئيس عبد الفتاح السيسي اليوم عبر تقنية الفيديو كونفرانس في أعمال الدورة الأربعين للجنة التوجيهية لرؤساء دول وحكومات الوكالة الإنمائية للاتحاد الأفريقي "النيباد"، وذلك بمشاركة رؤساء الدول والحكومات الأفريقية الأعضاء في اللجنة.

وصرح المستشار أحمد فهمي المتحدث الرسمي باسم رئاسة الجمهورية بأن الاجتماع شهد تسلم مصر لرئاسة اللجنة التوجيهية للنيباد من الرئيس الرواندي "بول كاجامي"، وذلك بإجماع أعضاء اللجنة لدعم الترشح المصري، ومن المقرر أن تمتد رئاسة مصر للجنة لمدة عامين.

جدير بالذكر أن مصر هي إحدى الدول المؤسسة لمبادرة النيباد، التي تعد الذراع التنموي للاتحاد الأفريقي، وتضم اللجنة التوجيهية لرؤساء دول وحكومات النيباد في عضويتها 33 دولة، وتمثل المحفل السياسي المفوض بمتابعة تنفيذ أهداف النيباد، خاصةً في مجالات الزراعة والأمن الغذائي، وإدارة الموارد الطبيعية وتغير المناخ، والتكامل الإقليمي والبنية التحتية، وتنمية الموارد البشرية، وتكنولوجيا الاتصالات والمعلومات، والحوكمة الاقتصادية.

وقد ألقى السيد الرئيس كلمة بهذه المناسبة، تضمنت عرضاً لأولويات الرئاسة المصرية للنيباد، وجاء نصها كما يلي:

"السيد الرئيس ماكي سال، رئيس الاتحاد الأفريقي، 

السيد الرئيس بول كاجامي، رئيس لجنة توجيه رؤساء دول وحكومات النيباد،

السادة رؤساء دول وحكومات لجنة توجيه النيباد، 

السيد موسى فقيه، رئيس مفوضية الاتحاد الأفريقي،

السيدة ناردوس بيكيلي توماس، المديرة التنفيذية لسكرتارية الوكالة، 

أود في البداية أن أتقدم بخالص الشكر، لأخي فخامة الرئيس "بول كاجامي"، على ما بذله من جهود خلال فترة توليه رئاسة اللجنة، على مدار السنوات الثلاثة الماضية، لاسيما في ظل التحديات الجمة خلال تلك الفترة. كما أشكركم على ثقتكم الغالية التي منحتموني إياها، لتولي رئاسة اللجنة خلفا للرئيس "كاجامي".

وأود في ذات السياق، أن أعرب عن التقدير للرئاسة السنغالية للاتحاد الأفريقي على مدار عام كامل، التي شهدت جهداً خالصاً من جانب أخي فخامة الرئيس "ماكي سال "، لدعم مواقف القارة الأفريقية والدفاع عن مصالحها، في مختلف المحافل الدولية. كما أود الإشادة في هذا الصدد، بنتائج القمة التي استضافتها السنغال مطلع شهر فبراير الجاري، لتمويل مشروعات البنية التحتية بالقارة.

السيدات والسادة، 

لا شك أن الأزمة الاقتصادية الدولية التي نمر بها، تقوض من جهود التنمية في قارتنا الأفريقية، الأمر الذي يستلزم النظر في موارد تمويلية جديدة وغير تقليدية. كما يتطلب بذل الجهد مع شركاء القارة، في حل أزمة الديون المتراكمة، بما يمكن القارة من استعادة وتيرة التعافي الاقتصادي.

واسمحوا لي في هذا الصدد، أن استعرض معكم أولويات رئاسة مصر لوكالة الاتحاد الافريقي للتنمية "النيباد"، خلال الفترة من ۲۰۲۳ إلى ۲۰۲٥، والتي تمثل أهدافاً ستسعى مصر جاهدة لتحقيقها، بالتعاون مع الدول الأفريقية الشقيقة، ومن خلال سكرتارية الوكالة: 

أولاً: تكثيف جهود حشد الموارد المالية في المجالات ذات الأولوية بالنسبة للقارة، ومن بينها تطوير البنية التحتية، بما يصب مباشرة في صالح تحقيق أهداف أجندة التنمية الأفريقية 2063، لاسيما من خلال حشد التمويل لقائمة المشروعات ذات الأولوية في مجال البنية التحتية، والتي تتضمن ٦٩ مشروعاً خلال الفترة من 2021-2030، من بينها مشروع خط الربط الملاحي بين بحيرة فكتوريا والبحر المتوسط، والذي أَشْرُف بتولي ريادته، وكذا طريق القاهرة كيب تاون، ضمن مشروعات أخرى ذات أهمية لدولنا.

ثانياً: التركيز على محور التحول الصناعي، والبناء على ما تم تحقيقه من نتائج، خلال القمة الأفريقية الاستثنائية حول التصنيع، التي انعقدت في نيامي في نوفمبر ۲۰۲۲، وبما يضمن تطوير سلاسل القيمة المضافة القارية، التي أصبحت تمثل ضرورة قصوى، خاصة بعد تداعيات الأزمة الروسية الأوكرانية.

ثالثاً: الإسراع من تحقيق الآمال المستهدفة من اتفاقية التجارة الحرة القارية، وذلك بالانتهاء من المفاوضات على كافة بروتوكولاتها الإضافية، مع دعم الدول الأفريقية على تعظيم الاستفادة، مما ستتيحه الاتفاقية من فرص للاندماج في الاقتصاد العالمي، ومن زيادة فرص العمل، خاصة بين قطاعات الشباب والمرأة. 

رابعاً: تأكيد أهمية مشاركة الدول الأفريقية لخبراتها في مجال البنية التحتية، إذ انخرطت مصر في تجربة تنموية رائدة في مجال البنية التحتية، على مدار الأعوام الثمانية الماضية. كما أود الإشارة في هذا الصدد، إلى مشروع تنموي ضخم، وهو سد "جوليوس نيريري" في تنزانيا، الذي يعد نموذجاً يحتذى به، للتعاون بين الدول الافريقية في المجال التنموي، ويتم تنفيذه بأيادٍ مصرية وتنزانية، ونحن على أتم استعداد لمشاركة خبرات الشركات المصرية مع الدول الأفريقية الشقيقة الأخرى.

خامساً: تكثيف التعاون والتنسيق مع الشركاء الدوليين، ومؤسسات التمويل الدولية، لسد الفجوة التمويلية في مشروعات التنمية المستدامة، وتخفيف أعباء الديون عن الدول الأكثر تضرراً، مع الاستفادة من المبادرات الجديدة التي يتم طرحها خلال قمم الشراكات التابعة للاتحاد الأفريقي. 

السادة الحضور،

أتطلع للتنسيق بشأن أولويات الرئاسة المصرية للنيباد، مع أشقائي فخامة رؤساء الدول والحكومات أعضاء اللجنة التوجيهية، والتعرف على مقترحاتهم في هذا الصدد، إذ تأتي رئاسة مصر للنيباد، تمثيلاً لدول القارة الأشقاء، حيث تمثل تلك الأولويات، أهدافاً نتشارك في تطلعنا لتحقيقها، تلبيةً لطموحات شعوبنا، وسعياً لتحقيق التنمية التي نصبو اليها.

Today, President Abdel Fattah El-Sisi participated in the 40th Session of the NEPAD Heads of State and Government Orientation Committee.

The Spokesman for the Presidency stated that Egypt has taken over the chairmanship of the AUDA-NEPAD Heads of State and Government Orientation Committee from the President of Rwanda, Paul Kagame, by unanimous decision. The chairmanship would be for two years.

Egypt is one of the founding States of the NEPAD Initiative, the development arm of the African Union. The AUDA-NEPAD Heads of State and Government Orientation Committee has 33 members. It is the political forum mandated to follow up on the implementation of NEPAD's objectives, particularly in the areas of agriculture, food security, natural resource management and climate change, regional integration and infrastructure, human resource development, and information technology and economic governance.

Speech by President El-Sisi during NEPAD Heads of State and Government Orientation Committee Session

My brother, Your Excellency President Macky Sall, Chairperson of the African Union (AU),

My brother, Your Excellency President Paul Kagame, Chairperson of the AUDA-NEPAD Heads of State and Government Orientation Committee,

Heads of State and Government of the NEPAD Steering Committee,

Your Excellency, Mr. Moussa Faki, Chairman of the African Union Commission,

Ms Nardos Bekele-Thomas, Chief Executive Officer of AUDA-NEPAD,

Allow me, at the outset of my speech, to sincerely thank, my brother, His Excellency President Paul Kagame for the efforts he made during his term as Chairman of the Committee over the past three years, particularly in the face of enormous challenges during that period.

I also thank you for the valuable trust you have put in me to assume the chairmanship of the Committee as the successor to President Kagame.

I would also like to express appreciation for the Senegalese Presidency of the African Union. Over the course of a year, my brother, His Excellency President Macky Sall, has made diligent efforts to support the African continent's positions and defend its interests in various international fora.

In this regard, I would also like to commend the outcome of the summit hosted by Senegal in early February to finance the continent’s infrastructure projects.

Ladies and Gentlemen,

The international economic crisis we are experiencing undoubtedly undermines our continent's development efforts, necessitating the consideration of new and non-traditional financing resources.

It also requires efforts to be made, with the continent's partners, to resolve the accumulated debt crisis so that the continent can regain the pace of economic recovery.

Allow me, in this regard, to review with you the priorities of Egypt as the chair of the African Union Development Agency, NEPAD.

From 2023 to 2025, representing targets, Egypt will strive to achieve cooperation with our fraternal African countries and through the Agency’s secretariat:

First, intensifying efforts to mobilize financial resources in priority areas for the continent. These efforts include the development of infrastructure that would help achieve the objectives of Africa’s development blueprint, Agenda 2063, particularly through mobilizing funding for the list of priority projects in the field of infrastructure which includes 69 projects from 2021 to 2030. Those projects include the navigational line between Lake Victoria and the Mediterranean Sea (VICMED), which I have the honor to lead, as well as the Cairo-Cape Town Road, among other projects of importance to our countries.

Second, focusing on the axis of industrial transformation and building on the results of the African Union (AU) Extraordinary Summit on Industrialization, which was held in Niamey in November 2022, thus ensuring the promotion of regional value chains that have become an absolute necessity, particularly after the repercussions of the Russia-Ukraine crisis.

Third, accelerating the realization of the target aspirations of the African Continental Free Trade (AfCFTA) Agreement by completing negotiations on all additional protocols to the agreement. This is with supporting African countries to maximize the benefits that the agreement would provide, in terms of global economy integration opportunities and an increase in job opportunities increase, especially among the youth and women.

Fourth, emphasizing the importance of African countries sharing their expertise in the infrastructure field, as Egypt has engaged in a pioneering development experience in this field over the past eight years.

In this regard, I would also like to point out a mega development project, Julius Nyerere Dam in Tanzania. The dam sets a good example to be followed in terms of cooperation between African countries in the field of development. Julius Nyerere Dam is being implemented by Egyptian and Tanzanian hands. We are more than willing to share the experience of the Egyptian companies with other fraternal African countries.

Fifth, intensifying cooperation and coordination with international partners and international financing institutions to bridge the financing gap in sustainable development projects and reduce debt burdens for the most affected countries. This shall be achieved while making use of the new initiatives that are introduced during the partnership summits of the African Union.

Distinguished Guests,

I look forward to coordinating on the priorities of the Egyptian chairmanship of NEPAD with, my brothers, their Excellencies Heads of State and Government, members of the Steering Committee, and getting acquainted with their proposals in this regard. The Egyptian chairmanship of NEPAD comes as a representation of the brotherly countries of the continent. These priorities represent goals that we all look forward to achieve in order to meet the aspirations of our peoples and achieve the development we seek.
